Senior Director, Human Capital
瑞秋(Ph值.D., S.W.P., P.M.P.) is an industrial psychologist with more than 20 years of experience growing leaders, 发展职业生涯, and supporting clients as they undergo human capital transformations. 

Rachel is an industrial and organizational psychologist with over 20 years of contract and project management experience focusing on workforce management, leadership 开发ment, organizational design, and strategic planning. She directs projects focused on 开发ing and implementing succession plans, human capital strategic plans, and multi-year workforce plans. Rachel oversees leadership 开发ment and competency assessment programs and establishes and manages formal mentoring programs for government agencies.

She designed and facilitated training in executive leadership, 冲突管理, 团队建设, 代表团, performance management, 文化能力, 动机, and other topics across an array of agencies. She also leads strategic planning offsite retreats, where she facilitates the 开发ment of organizational goals for groups of senior and executive leaders.

In addition, Rachel leads diversity, equity, and inclusion projects. She conducts barrier analyses that ensure agency policies and practices are applied fairly regardless of race, 宗教, 性, 国家的起源, and disability status. Rachel’s resulting implementation plans help agencies recruit, select, 开发, and promote a workforce in a manner that is fair, 包容, 和公平.  

As an executive consultant and main point of contact, Rachel oversees blanket purchase agreements (BPAs) and is responsible for ensuring all deliverables exceed client standards and expectations, and are completed on time and within budget.  

Rachel’s clients include the Centers for Disease Control and Prevention, Internal Revenue Service, 运输 Security Administration, Housing and Urban Development, Social Security Administration, and Architect of the Capitol. 

Rachel holds master’s and doctorate-level degrees in industrial psychology from the University of South Florida and is certified in strategic workforce planning and as a project management professional.
